RELEVANT EXPERIENCE
- Worked on a number of legislative and regulatory proposals affecting the multi-billion
dollar payroll reporting industry, including:
- Drafted legislative and regulatory alternatives to controversial legislative proposal to regulate payroll reporting industry, and developed and maintained long-term relationship with Senate Committee staff in successful effort to avoid such regulation;
- Developed, drafted, and advocated regulatory proposal to provide exemption from tax return preparer penalties for certain payroll reporting agents; and
- Worked with industry rule-making body to obtain relief from onerous reporting requirements related to certain financial transactions common in the payroll reporting industry.
- Developed, drafted, and advocated legislation to provide tax incentives for investment in freight rail infrastructure, including work with rail industry coalition, as well as broader multi-industry coalition, to develop and communicate policy arguments.
- Developed, drafted, and advocated legislation to provide tax incentives for investment in natural gas storage facilities.
- Worked with high-tech industry association to develop tax legislative proposals to increase competitiveness of U.S. industry.
- Involved in crafting initial framework for multi-billion dollar investment trust created by Act of Congress as a result of management-labor negotiations. Following the trust’s formation, worked on post-enactment implementation, including numerous legal interpretive issues involving the Internal Revenue Service, Securities and Exchange Commission, NASDAQ, and other governmental and quasi-governmental agencies.
- Drafted ruling request seeking exclusion from unrelated business income tax provisions of the Internal Revenue Code for particular tax-exempt entity.
- Drafted comments related to food safety laws and regulations for domestic shrimp industry.
- Worked on trade and tax issues related to settlement of international trade litigation on behalf of domestic industry associations.
- Assisted trade associations with compliance and reporting issues related to federal tax laws, lobbying disclosure laws, federal and state campaign contribution laws, and Congressional ethics rules.
- Assisted in the formation of non-profit entities, including application for tax-exemption, as well as compliance with IRS Form 990 reporting and disclosure issues.
- Drafted testimony for clients appearing before Congressional committees and other government bodies on several occasions.
