RELEVANT EXPERIENCE

Nathan Rickard has over a decade of experience representing domestic industries in matters related to international trade.

As a litigator, Mr. Rickard has participated in the successful prosecution of antidumping duty, countervailing duty, and safeguard petitions before the U.S. Department of Commerce and the U.S. International Trade Commission (USITC) for the flat-rolled steel, softwood lumber, and warmwater shrimp industries. Mr. Rickard also has substantial experience in appellate proceedings regarding determination from these agencies before the U.S. Court of International Trade and the Court of Appeals for the Federal Circuit. Following the imposition of trade relief, Mr. Rickard works extensively with clients to insure that any remedy awarded results in a significant, tangible improvement in the competitive position of the affected industry or domestic producer.

Mr. Rickard’s practice also extends to working with federal and state regulatory agencies to achieve clients’ objectives. He coordinates closely with clients to develop strategies of approach and interaction with a wide variety of regulatory agencies. In addition to the formulation of an initial strategy, Mr. Rickard works with clients to prepare and present substantive analysis and argument to support their position and goals. In particular, Mr. Rickard has worked with officials within U.S. Customs and Border Patrol (CBP), U.S. Immigration and Customs Enforcement (ICE), NOAA Law Enforcement, and other government agencies to respond to the unlawful circumvention of trade laws. He has also worked cooperatively with officials at the U.S. Department of Agriculture in the implementation and administration of the trade adjustment assistance for farmers (TAAF) program.

Prior to joining Picard Kentz & Rowe as counsel, Mr. Rickard served as an associate at Dewey & LeBoeuf (formerly Dewey Ballantine). Mr. Rickard joined Dewey Ballantine after graduating from the New York University School of Law.
